Over two years on from Best Value legislation, local authorities are using indicators and benchmarking as a continued way of raising standards in service delivery. Additionally, since the duty of Best Value was introduced, there has been a significant increase in the requirement of authorities to provide and use accountable performance data as part of wider performance management frameworks. The collection of data has increased for local authorities to achieve local public service agreements: comprehensive service agreements, community strategies, local strategic partnerships--to name just a few. Performance management has also become an important issue for local authorities and this is often held up as the panacea to the ills of badly managed local government. Get it right, so the theory goes, and everything else will fall into place: high quality, efficient and effective services helping local communities achieve a brighter and better future.
