A New Year's message is delivered from the British-based Institute of Management Services chairman Harry Downes. Amid a bleak outlook for 2003 in Great Britain, with the prospect of war with Iraq imminent, Downes would prefer to look forward to the year with a sense of optimism. Poor management practice has been pointed out as a one cause of Britain's productivity gap. The starting point for the institute and its membership at large would be to send out the message that the institute exists and what it is about. There is a need to tell the public of the value of the institute's management development program opportunities and qualifications.
