ABSTRACT
This article reports on the controversy arising from the plans of the European Community Commission regarding competition in the provision of port services in all the larger ports in the Community. A draft Directive published earlier in 2001 would oblige member states to open up the market in cargo and passenger handling and the provision of nautical services, such as pilotage and towing, regardless of the structure of the port authority. The Department of Transport, Local Government and the Regions has shown sympathy to the views aired by affected parties.
