ABSTRACT
This article reports on the findings of a study commissioned by the Department of Transport, Local Government and the Regions and carried out by the University of Leeds, Institute of Transport Studies regarding the transportation usage in Great Britain. The study looks at whether the charges-such as fares and road freight rates-and the taxes paid by transport users cover environmental and social costs they cause by their journeys. It also shows that for the country as a whole, taxes and charges paid by road users were, on average, insufficient to cover the additional costs they caused.
