ABSTRACT
On December 2001, The Institute of Logistics and Transport launched a key report detailing its proposals for the restructuring of the rail industry. This report, compiled by the Strategic Rail Working Party of the Institute, makes nine recommendations to Stephen Byers, the British Secretary of State for Transport. It has been stated in the proposal that railways are important for the economy and society. Robust arrangements should be made for managing the railway infrastructure. The basic structure of the industry is largely sound and any major structural change could create delays and additional risks.
