The Rail Freight Group in Great Britain has proposed to the Rail Regulator to appoint an independent technical auditor to monitor Railtrack's progress on maintenance, renewal and enhancement of the network. The auditor will report on the progress achieved compared with previous year's forecast and produce new forecast to completion for all significant activities on infrastructure such as removal of speed restrictions, track-laying ballast and signalling. It should also include reporting on requests for additional train paths and whether Railtrack has been able to accommodate them and should be updated quarterly with a full report every year to coincide with the publication of Railtrack's Network Management Statement.
