ABSTRACT
British rail regulator, Tom Winsor plans to file a lawsuit against railroad company, Railtrack PLC with an enforcement order requiring the company to improve its network performance. Mr. Windsor recommends that Railtrack reduce the minutes for delay for each passenger train or they will be forced to impose a penalty for each percentage point of the shortfall. Mr. Windsor is consulting authorities concerned on whether to impose the enforcement order including the penalty with the intention of improving service and for possible privatization of the railway systems. In line with the enforcement order, the Rail Regulator also published his proposals for the timetable and process for the periodic review of the access charges which Railtrack levies on its customers and the train operating companies for use of the national railway network.
