ABSTRACT
Highlights the management of cargo containers in ports by collecting cargo data from non-vessel-operating (NVO) common carriers using the Automated Manifest System (AMS) of the U.S. Bureau of Customs and Border Protection. Cause of the delay of containers at seaports; Views of Daniel Carmichael on the Customs' system; Advantages of linking an NVO house bill of lading and the carrier's master bill of lading in the AMS; Procedure followed by carriers in using the system.
