ABSTRACT
Wales's largest quango Education and Learning Wales, the training body has been accused of financial mismanagement when it agreed to fund a technology training center. The quango, which oversees all post-16 vocational training in Wales, gave a £4m grant to the Pop Centre MP3 Cafe project to build an IT training center in Porth, Rhondda that could provide electronic-learning. However, the financial checks applied during the Cafe application were deemed "inadequate" by Sir John Bourns, Wales's Auditor General.
