I was wrong: it's not just a question of semantics

Words "training" and "skills" are virtually synonymous, but with skills being a far more powerful word than training because it focuses on outcomes, rather than inputs. If training managers believe that they have responsibility for training, their focus will be on creating training events whether in an internal or external classroom, in the learning center, at the workplace or any combination thereof. They'll measure their performance in terms of events run and attendance figures. However, if one believe one is responsible for developing skills one is responsible for the whole skills development process. This includes identifying critical skills, assessing gaps in ability between desired and actual skill levels and transferring the required skills.
