ABSTRACT
The main purpose of the article is to present the essence of the concept of the strategy map for local government and to show the practical example of the strategy map for the city of Lublin. Strategy map is an effective tool in the presentation of cause-and-effect relationships among the strategic goals in the perspectives of the Balanced Scorecard. It is necessary to modify the strategy map for public sector organizations. For the city of Lublin four perspectives have been identified: stakeholders, internal processes, growth, financial and twenty-eight strategic objectives. The strategy map shows how the city of Lublin creates value for their stakeholders.
