Offers observations on the problems associated with the support given Iraqi opposition leader and governing council delegate Ahmad Chalabi by the administration of President George W. Bush. His call for a rapid devolution of authority to the council; His unwillingness to cut ties to the Iranian government; Public statements about Chalabi by administration members; Suggestion that his main grievance lies in the resistance of the Bush administration and U.S. administrator Paul Bremer to cede control of the finance and internal security ministries to the Governing Council.
