Reports that an ordinance introduced by councilman Mark Ellis, which would limit to 5% the amount by which property tax bills can increase annually, was approved by the Houston City Council in Texas as of August 12, 2003. Percent increase in Houston's property tax revenues in 2002; Differences of opinion between Ellis and Mayor Lee Brown over the ordinance issue.
