ABSTRACT
Academic as well as public libraries are currently confronted with numerous changes in conditions and challenges (e.g. technological innovations, dynamics in education and knowledge society, scarcity of resources): How are libraries of the future to be designed? How can performance measurement be freed of needing more and more input? Which are the libraries' identity-forming functions and how can they establish themselves as competitors? The thesis of the following article is that these challenges and development perspectives cannot be dealt with without applying a systematic quality management and strategic governance. The reason is that the necessary competence, structures and processes discussed in the following, all need to be directed towards a strategy-orientated quality development.
