ABSTRACT
The article analyzes the characteristics of the January 7, 2015 terrorist attack against French magazine "Charlie Hebdo" based on the report "Understanding the Principles of Terrorism Risk Modelling From the Charlie Hebdo Attacks in Paris." Topics tackled are the importance of secrecy and avoidance of surveillance to thwarting counterterrorism efforts, the impact of macro-terror attacks, the link between publicity and risk of attack, and displacement of terrorist threat via target substitution.
