The article reports on developments related to bond markets in Midwestern states as of June 11, 2003 in the United States. The Chicago Public Schools' $4.8 billion fiscal 2004 budget would cut about 450 non-teaching positions, shutter five schools, raise property taxes and tap about $49 million in reserves. The U.S. Federal Aviation Administration announced that it has opened an office at O' Hare International Airport in Chicago, Illinois in order to coordinate its review of airport expansion plans in the region.
