Manager of Miami-Dade County in Florida Steve Shiver resigned on June 6, 2003 and was replaced by the local schools' chief financial officer George Burgess. In the weeks leading up to Shiver's resignation, he and the mayor sparred over Shiver's plan to close the deficit by using a significant amount of the county's reserves. A little over $1 million would be needed for an International Trade Consortium approved by the commission after the budget was adopted in September 2002 and more than $1 million to make up for lower-than-anticipated interest earnings revenue in several debt service funds.
