ABSTRACT
This article reports on the plan of mayor Thomas M. Menino of Boston, Massachusetts to split the two positions of chief financial officer (CFO) and collector-treasurer between two persons, that have been one and the same through the 1990's. Both positions were vacated in 2001 by Edward J. Collins when he suffered a stroke. His deputy collector-treasurer of eight years, Vivian Leo, a 28-year veteran of Boston's treasury department, took over as acting collector-treasurer soon after Collins left office. The CFO position has been left essentially vacant. Boston has also issued a request for proposals for financial advisory services and a request for qualifications for bond counsel.
