This article presents information about various developments in the finance industry of different states in the Middle West as of June 3, 2003. Chicago, Illinois cannot start buying land for a 6.6 billion dollar expansion of O' Hare International Airport because a state appellate court upheld an injunction preventing such purchases on June 2, 2003. Fitch Ratings Inc. has downgraded the credit rating of the Bethesda Home and Retirement Center by two notches to BBB from A-minus. Lawmakers in Iowa continue to work on a plan that would reform the state's income tax and property tax systems and alter business regulations, along with proceeding to reach a compromise on the economic development fund.
